Leslie Mariscal
Leslie Mariscal is a retired sergeant of the Los Angeles Police Department (LAPD) with over 37 years of law enforcement experience. The majority of her career was dedicated to serving as a detective supervisor. In this role, she investigated crimes such as sexual assaults against adults and children, honing her exceptional and compassionate interviewing skills.
Leslie also served as a supervisor in the LAPD Mental Evaluation Unit, where she focused on assisting individuals with mental illnesses who encountered law enforcement. Her efforts were instrumental in finding safe alternatives to incarceration for these individuals.
In addition, Leslie joined the Department’s elite Animal Cruelty Task Force, where she investigated cases, trained personnel, and directed efforts to combat animal cruelty. Later, she contributed to the Department’s Operations Center, helping manage daily and emergency law enforcement incidents.
In 2017, Leslie co-founded the Blue Ribbon Intervention Center after personally experiencing discrimination as a woman during her early and later years in law enforcement. While the profession has made progress, it still offers limited resources for addressing disparate treatment. Recognizing that discrimination transcends boundaries, Leslie and her co-founders expanded Blue Ribbon’s services to include non- government individuals who may feel disadvantaged or victimized by systemic inequities but lack familiarity with procedural remedies. To that end, Leslie has conducted dozens of complex forensic analyses related to critical organizational incidents, as well as through reviews of criminal and administrative investigations. During her reviews, Leslie has also conducted criminal referrals aimed to help victims of domestic violence, romantic scams and extortion, and other associated crimes where intervention is needed to protect the client.

Mario Muñoz
Mario Muñoz is a retired Los Angeles Police Department (LAPD) lieutenant with over 34 years of law enforcement experience. Since 2014, he has served as a consultant and expert advisor to both private and law enforcement executives, specializing in risk management, criminal and administrative investigations, executive workplace investigations, critical incident management, civil litigation, analysis, implementation, and training of organizational policies and procedures.
Mario has conducted hundreds of complex forensic analyses related to critical organizational incidents, as well as criminal and administrative investigations. His work includes making recommendations for both immediate and long-term organizational and project-oriented goals.
As a co-founder of the Blue Ribbon Intervention Center, Mario served as an executive consultant specializing in organizational development, mediation services, and risk management. He provided subject matter expertise in executive-level investigations, including cases involving criminal, administrative, and workplace issues such as sexual harassment, hostile work environments, retaliation, and discrimination.
Currently, Mario works independently as an organizational consultant, focusing on management of high profile investigations, accountability assessments, policy reviews, implementation, and training. Mario’s expertise has been recognized in court, where he has testified as an expert witness for both government organizations and against them.
Mario believes that many victims of disparate treatment face challenges due to a lack of knowledge about navigating complex and bureaucratic systems. Whether working with government employees or community members seeking procedural justice, Mario remains committed to helping individuals achieve fairness and equity.
